WORLD TOURISM INSTITUTION SELECTS CAMBODIA AS WORLD BEST TOURIST DESTINATION IN 2016

The President of European Council on Tourism and Trade, Professor Dr. Anton Caragea, had led an official delegation representing the World Tourism Institutes: European Tourism Academy and European Council on Tourism and Trade to a tour of Kingdom of Cambodia cultural and historical patrimony, in order to evaluate the country destiny as a tourism power house in Indochina region.


 

Cambodia had received the official visit of European Council on Tourism and Trade high-ranking delegation, on the occasion of the celebration of country WORLD BEST TOURIST DESTINATION FOR 2016 status.

 



 

Prime Minister of The Kingodm of Cambodia, Academician Dr. HUN SEN held up high the WORLD BEST TOURIST DESTINATION certificate. 

For all the world to see!



 

The visit of the world tourism representatives had taken place between 15 and 25 June 2016, offering them the possibility to evaluate the tourism and cultural potential of the Kingdom of Cambodia – country declared FAVORITE CULTURAL DESTINATION IN 2016.


 

The representatives of World Tourism Institution – European Council on Tourism and Trade started their familiarization trip in the country, in the famous province of Siem Reap, home of famous Angkor temples and palaces.

The visit of European high level delegates to Siem Reap was accompanied by the diligent staff of Minister of Tourism of Cambodia and the Chairman of Siem Reap Province Mr. Nou Phalla.

 

A dense and perfectly carved cultural program presented the main attractions of the regions like: the world-famous architectural treasures of Angkor Wat and Angkor Thom, the incredible magnificent construction of Bayon temple, the rich views of the red temple of Banteay Srei and the cosmic images of a vegetation invaded temple at Ta Prohm.

Professor Dr. Anton Caragea- President of European Council on Tourism and Trade had voiced his enthusiasm for the province cultural and historical potential in no uncertain terms: Angkor is the place where God`s and Kings, together, build not only a powerful kingdom, not only a long-lost way of life, but another understanding of the role and potential of human civilization.

 

The builders of Angkor proved to us, that the humanity knows no boundaries, no limitation in constructing kingdoms with no equal under the sun. 


Siem Reap is the house of every person who appreciates civilization and a must see in a life time, concluded his press statement ECTT President.

On 17 June, a special dinner was offered to the delegates by the office of Governor of Siem Reap Province.

 

During the celebratory feast, an ample array of music, cultural tradition and costumes from the region was displayed for the high guests. 


The next leg of the journey in the magic Kingdom of Cambodia was the familiarization trip around Phnom Penh. 


The Cambodia`s capital meet the delegates with a perfect sky line, with the astonishing atmosphere of a bustling Southern Asian city and with incredible aroma, mixing monsoon air with mango and jasmine flowers, a secret aroma that only Phnom Penh has the mastery off.

 


The visit included a tour of the Wat Phnom, a discovery trip to the hustle and bustle of Central Market, a must stop at Phsar Tuol Tom Pong better known as Russian Market and a bird’s eye view of the awe-inspiring city monuments like: Independence Monument, the new governmental quarter of Peace Palace etc.

Phnom Penh also presented to the enchanted visitors, the gem of the city: the Royal Palace, a long lay over where the European delegates took the time to admire the Audience room, the palace grounds, the palace gardens, the ballet and concert hall, the administration rooms, the museum of royal regalia and paid respects to the funerary stupa`s of former Kings of Cambodia.


 

A moment of silence was observed for the stupa of the latest king of Cambodia, Norodom Sihanuk, the king who was in the same time: cineaste, prime minister, party leader, king, prince, television and show man and has put his imprint on Cambodia`s XX century story.

The former capital of XVII to XIX century Cambodia, the city of Udong, has also received the world tourism high delegates, who took time to explore the Buddha Temple, the stupa`s of King Monivong and the ensemble of temples and Buddhist learning institutes on the ground and admired the ample view from Udong mountain.


 

The European Council on Tourism and Trade delegates also attended a host of important meeting with the government staff, with an ample dialogue at Minister of Tourism of Cambodia together with H.E. Minister Dr. Thong Khon.

 


An ample program of exchanges and continuous support was established with specialists from European Council on Tourism and Trade offering expertise for a development master plan, for an eco-system protection area law and to establish a tourism institute and tourism training facilities on the Kingdom in order to meet the ever-increasing needs of tourism and hospitality expertise for the tourism industry of the Kingdom.

 


Professor Dr. Anton Caragea, in his capacity of World Ambassador for Natural Protected Areas was also requested to assist the Kingdom in drafting a natural areas and natural parks conservation law at international standards.


 

The meeting, with the able and competent personal of Minister of Tourism was especially a pleasurable one.

 


Dr. Thong Khon, Tourism Minister of Cambodia was specially praised by Professor Dr. Anton Caragea for his vision and astute policies and devotion to the country development, under the glowing leadership of Prime Minister Samdech Akka Moha Sena Padei Techo- Dr. HUN SEN.

Congratulatory speeches were presented by Minister of Tourism of Cambodia-Dr. Thong Khon, ECTT President- Professor Dr. Anton Caragea, and European Tourism Academy-Academician Mircea Constantinescu.


 

The official acceptance allocution was delivered, on behalf of people of Cambodia by H.E. Prime Minister Samdech Akka Moha Sena Padei Techo- Dr. HUN SEN.

The first part of ceremonies concluded with the official world recognition of Dr. HUN SEN, for his life work for the people of Cambodia and for international community as a WORLD LEADER OF TOURISM AND DEVELOPMENT and the official handover of the ACADEMICIAN status regalia to Samdech HUN SEN by the Academician Mircea Constantinescu.

Tourism presentation movies, highlighting Cambodia`s unrivalled riches were interspersed with modern music and with universal values dances like: ASPARA dances (UNESCO immaterial heritage), Rice harvest dance, magic flowers dance etc, that put at the fore the riches and plentifulness of Cambodia srok Khmer, Khmer nation potential.

EUROPE DECIDES TO AWARD TO ETHIOPIA THE STATUS OF WORLD BEST TOURIST DESTINATION FOR 2015

On the landmark occasion, of the universal proclamation of World Best Tourist Destination for 2015, a top ranking delegation from European Council on Tourism and Trade was invited for a discovery tour of Ethiopia, the receiver of this year most influential tourism designation.

The visit took place between 9 to 15 July, 2015 and included an important political and diplomatic dimension, with European Council on Tourism and Trade President -Professor Dr. Anton Caragea holding discussions with Minister of Trade-Yaekob Yalla, Minister of Foreign Affairs-Berhane Gebre-Christos and H.E. Amin Abdulkadir – Minister of Culture and Tourism of Federal Democratic Republic of Ethiopia and an inclusive and profusely dialogue with Prime Minister of F.D.R. Ethiopia- Academician Hailemariam Desalegn.

European Tourism Academy Director- Academician Mircea Constantinescu, announced also that after receiving the letter destined to World Leaders of Tourism-Prime Minister Hailemariam Desalegn will represent Ethiopia, as the newest honorary members of European Tourism Academy.

 


The ceremony for World Best Tourist Destination for 2015 included also folk dances, Ethiopian traditional coffee ceremony and academic presentations, supported by leading figures of Ethiopian cultural establishment.

From 10th July, the European Council on Tourism and Trade President and his delegation embarked in a cultural and tourism program visiting Axum-the first capital of Christian Africa and the centre of a world power in 100 to 400 BC that controlled trade across the Read Sea.

In Axum, the delegation visit the royal tombs, the Church of the Arch of Covenant, the Saint Mary Imperial Basilica, where the emperors of Ethiopia were crowned.


 

Specially for European delegates, were opened the gates of the imperial museum, containing the priceless treasures of ten Ethiopian emperors from garments, to crown adorned with jewels and the robes used for imperial investiture.

From Axum, the old imperial city, the delegation led by President Anton Caragea has being directed to Gondar, the capital of Ethiopia from XVII century to XIX century.


 

Here they have a chance to admire the fiery Amharic dances, in a wonderful welcoming ceremony, offered by the local authorities, enjoyed the fabulous gondarine cuisine at famous Four sisters’ restaurant and toured the imperial city.

Behind is the the world famous Fasil Ghibli-Palace of Emperor Fasilides.

 


Gondar is also world renamed for his architecture and for housing almost ten emperors, in a period of glory for Abyssinia, as Ethiopia was known in that time.


 

Garnering Portuguese influence, with Indian and English architectural designs, Gondar is nicknamed as African Camelot for his strange, but perfect architecture.

 



Welcoming in Lalibela with flowers and the beautiful children of Ethiopia: Anton Caragea- European Tourism President and European Senator Ionel Agrigoroaei.

 


European Council on Tourism and Trade delegates were received with a religious ceremony in Lalibela, the holiest Christian city in Africa and the second Jerusalem, as in worldly known.


 

More than 5000 pilgrims, priests and deacons, welcomed President Dr. Anton Caragea and offered to him and his delegation, special ceremonial robes, to mark their entrance in the holy city.

On this occasion, President Anton Caragea held his gratitude speech known as: To The People of Lalibela, a discourse that quickly captured the imagination of the inhabitants of Lalibela.


 

An impressive tour of six of the eleven rock hewn churches was conducted, including the famous grave of Saint Lalibela, the church of Medhane Alem (Our Saviour) and Holy Cross Church.

 



Lalibela is a city greater than words, nothing can prepare you for his atmosphere and nothing can describe it!-President Professor Dr. Anton Caragea.

 


In the final leg of the trip, European Council on Tourism and Trade President and his party were treated with a wonderful welcoming to the bustling and sunny south of Ethiopia and with his famous Lake District city of Hawassa.

 

The delegates were welcomed to music and a fire display by the head of Southern Nations, Nationalities and Peoples Regional State of Ethiopia and enjoyed a tour of Lake Hawassa, a discovery of the city landmarks and a special night show that touched their hearts. 




 The Rift Valley Lakes of Ethiopia are an internal sea, that can be perfectly used for tourism and leisure.

 


A special surprised was offered by HE. Minister of Culture and Tourism of Ethiopia, Amin Abdulkadir, who arranged for ECTT President Dr. Anton Caragea delegation a special discovery tour of Harar-the fourth most holy Islamic site.

The city comprises more than 82 mosques and 4000 saints tombs known in the Islamic world as Medinat Al Awliya- the city of saints and a UNESCO heritage site.

 

The delegates were welcomed with a coffee ceremony and a tour of famous city enclosure, known as Jugal, and a visit to famous French poet Arthur Rimbaud house in Harar.

The visit, to extraordinary city of Harar, was the perfect gift for our delegates, appreciated Professor Dr. Anton Caragea.


 

The European delegation official visit to Ethiopia is a sign of the country inclusive development, political, clout and prominence in Africa and a mark of the country taking the rightful place that is deserved amidst the most cultural and historical developed country in the world, concluded his remarks, President Professor Dr. Anton Caragea.

PUBLIC STATEMENT OF EUROPEAN ELECTION MISSION: KAZAKHSTAN ELECTIONS FROM 26 APRIL 2015 WHERE IN ACCORDANCE WITH COPENHAGEN DECLARATION

On 5th May 2015 the presentation of the ASSESSMENT OF EARLY PRESIDENTIAL ELECTIONS IN KAZAKHSTAN ON 26 APRIL 2015 was held in a public ceremony.


 

The assessment report was compiled by European delegation lead by President of European Council on International Relation, Professor Dr. Anton Caragea.

Meeting the local and international press: Professor Dr. Anton Caragea presents the ASSESSMENT OF EARLY PRESIDENTIAL ELECTIONS IN KAZAKHSTAN ON 26 APRIL 2015.


 

The report had analyzed the pre-election legal framework, the provisions of electoral laws and regulations and the constitutional requirements and the international obligations assumed by Kazakhstan and concluded the elections preparation had fully complied with the legal, constitutional and international standards and the prerequisite factors for free and fair elections compatible with transparency and democratic standards are in place in Kazakhstan.

 


Between 22 to 29 April 2015 a European delegation had monitored the electoral process in Kazakhstan.

 


The delegation headed by Professor Dr. Anton Caragea-President of European Council on International Relation was comprised amongst others by Chairman of Senate Committee on Romanians Abroad-Senator Marcel Dumitru Bujor, the academic director-Professor Mircea Constantinescu and a number of electoral supervisors.

 


The delegation had monitored the Kazakhstan electoral process and the team directed by Professor Dr. Anton Caragea was deployed to south Kazakhstan regions of: Almaty, Chimkent and Turkistan.

 


The elections benefited from an impressive presence to the poll of over 95% percent of the electorate and the winner was the incumbent president Nursultan Nazarbayev with more than 8 millions legally expressed votes.

 



 

Every vote is counted! Every voice is heard! This is the essence of democracy!

 

 


The conclusion of the Assessment Report was that Kazakhstan elections where fully in agreement with internal laws and international standards, being classified as an example of transparency, organization and massive electoral participation.


 

All this factors are self evident manifestations of the Kazakh people trust in the electoral system, in free and fair and transparent electoral process and most of all in people satisfaction with the national economic and political system.

 

This satisfaction has being the catalyst of a huge electoral participation.

 


The overwhelming vote in favor of incumbent president was a predictable one as a supporting vote for stability, continuity and economic and democratic development.

 


The Republic of Kazakhstan can consider, on good reasons that his transition towards democracy was favorable concluded with 26 April 2015 election.

 


The country can be classified as a functional democracy, that can accede in the future, to the status of consolidated democracy, had declared Professor Dr. Anton Caragea.

 


Afterwards, the electoral monitoring body has outlined for the mass media some practical recommendations for future improvements in the electoral process and offered examples from their monitoring experiences, to be used as a template for declaring in the future Kazakhstan as a consolidated functional democracy.

EARLY PRESIDENTIAL ELECTION IN REPUBLIC OF KAZAKHSTAN

 

 

INTRODUCTION


 

According to an official invitation from the Ministry of Foreign Affairs of Republic of Kazakhstan to observe the 26 April 2015 snap presidential election, the EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided to evaluate the political, judicial, legislative and general framework of the early presidential election from 26 April 2015.

 


The aim of the evaluation process was to assess the pre-election environment and the preparations for the presidential election.

 


The evaluation process comprised in legislative text analyses, assessment of general political situation in the country and the conformity with general accepted democratic practices and regulation and with bona fide principles.

 


Taken into account were also: public opinions, statements and discussions expressed by officials from different Kazakhstan institutions and the election and civil administration, as well as official spokespersons from political parties, media outlets, civil society personalities, and the international community.

 

 


GENERAL ASSESSMENT OF LAW PROVISIONS

 

 


According with the law prescriptions the presidential vote will start on 26 April 2015, giving the voters the chance to elect the president for a five-year term.


 

The law encapsulates also the necessary democratic prescriptions for an open and fair electoral process.

 


The April 26, 2015 election will be the fourth consecutive national election called on early bases, a supplementary proof of a democratic and viable electoral system.

 


The laws that are governing the presidential elections are governed by the Constitution, the Constitutional Law on Elections (Election Law), and regulations of the Central Election Commission (CEC).

 


The assessment process considered that Kazakhstan is a viable and fully committed party to all major international and regional instruments related to the holding of democratic elections and had continuously and full abiding by his international democratic regulations.

 


There have been no changes to the Election Law since the last elections held in 2011, and we have to mention that in 2011 the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS had find that the law and regulation governing the electoral process in Kazakhstan are completely corresponding to international laws and regulation insuring a perfect electoral process.

 


The authorities Kazakhstan authorities underlined in all public statements their nation commitment to conduct elections in compliance with the principles of openness, transparency and fairness.

 


The election will be administered by a complex and modern system of commissions, composed of Central Electoral Commission and including number of 14 Territorial Election Commissions and the City Election Commissions for Astana`s and Almaty`s regions, 207 District Election Commissions, and more than 9,000 Local Election Commissions (LECs).

 


The Central Electoral Commission composition and activity is fully independent and in perfect correspondence with international laws and regulations insuring the independence of electoral and monitoring process.

 


In the list of democratic provisions the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS noted:

 


The fact that all citizens over 18 years of age have the right to vote, there is a nationwide electronic voter list to identify duplicate entries.

 


Presidential candidates are required to be citizens by birth, at least 40 years old, fluent in the state language, and officially resident in Kazakhstan for at least 15 years.

 


The same recommendation is made on this element as in 2011: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers necessary a general recommendation for all states to include such provisions in their electoral laws insuring a perfect national representations to the highest office of the land.

 


The Election Law guarantees the right to conduct an unimpeded campaign for or against any candidate.

 


In the democratic landscape of Kazakhstan, the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS noted the existence of a powerful independent media, with an impressive number of mass media entities operating in the country.

 


Also a full independent television network is offering a perfect dialogue and information source.

 


The Kazakhstan Constitution guarantees freedom of speech and prohibits censorship.

 


Keeping in mind that no elections can be considered as free and democratic without the presence of international observers the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided to support Kazakhstan electoral process and democratic credential by monitoring and observing all stages of the 2015, 26 April Early Presidential Election in Kazakhstan. 

 

The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS has monitored the full electoral process, candidate registration, and the campaign, media, and Election Day procedures with an on-site mission between 22-29 April 2015.

III. ELECTION CLIMATE ANALYSES

 

FACT FINDING

 


Kazakhstan is a fully flagged democratic republic, respecting the equilibrium of powers and balanced distribution of constitutional powers.

 

 


The president is acting in full respect of the democratic system and the country has a long tradition of political process in a democratic manner and with all the guarantees for an inclusive and democratic process.

 


The institutional system is offering a perfect balanced voice to parliamentary and representations system.

 


The 26 April 2015 Early Presidential Election where convened in a perfect transparent and inclusive manner at the request of the highest representative and democratic institution in the country: Assembly of People of Kazakhstan.

 


The decision was upheld fully constitutional and legal based by the Constitutional Council.

 


The democratic initiative for an early presidential election was supported by the Kazakhstan Parliament and, on 25 February, the Kazakhstan President announced the election would be held on 26 April.

 


As we have mentioned previously the next election will be the fourth consecutive national election to be called early.

 


On 27 February, the Minister of Foreign Affairs of Kazakhstan stressed the nation’s commitment to conduct a free and fair election in line with the principles of openness, transparency and fairness.

 

 


The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that the electoral process is fundamental, in law provisions and spirit and in technical consideration perfectly administered, offering a perfect climate and an open and inclusive and in full fairness political discourse resulted in a perfect competitive electoral environment.

 

 


LEGAL FRAMEWORK

 

 


Regarding the previous respect to democratic commitments, the Republic of Kazakhstan has fully respected his international obligations regarding construction of a free electoral consultation.


 

We must note that: European Council on International Relations has made an in-depth analysis of the electoral law and constitutional framework of the Republic of Kazakhstan during 2011 Kazakhstan Presidential elections.

 

 


The focus of this analysis where: the mass media law, the election law, the political laws and the Constitutional Law of Kazakhstan and had operated a surveillance of the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere.

 

 


The conclusion of the European Council on International Relations monitoring commission was that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards were taken by Government of Kazakhstan.

 

 


The European Union monitoring mission insured also the Election Day supervision, the supervision of counting and tabulation of elections results in a significant and representative number of sections and commissions.

 


The conclusions of the committee findings can be summon up as an endorsement of the law and constitutional provisions of Kazakhstan electoral system.

 

 


In the 26 April 2015 the same principles and laws are applying as in 2011 elections case.

 

 


The primary legal framework for presidential elections includes the Constitution, the Constitutional Law on Elections (Election Law), and regulations of the Central Election Commission (CEC). Other relevant laws include the Law on the President, the Law on Political Parties, the Civil Procedures Code, the Criminal Code, the Administrative Offences Code, the Law on Peaceful Assemblies, and various local regulations related to public assemblies. Kazakhstan is a party to major international and regional instruments related to the holding of democratic elections

 

 


The president is directly elected by popular vote in a two-round system.

 


To be elected in the first round of voting, a candidate must receive more than half of all votes cast.

 

 

If no candidate reaches the required majority, the two candidates receiving the most votes contest a second round within two months of the first round, in which the candidate who receives the higher number of votes is considered elected.

 

 


A 2007 constitutional amendment reduced the presidential term from seven to five years and exempted the first president – the incumbent President Nazarbayev – from the established limit of two consecutive terms.

 


In 2010, the first president was given the privileged legal status of Kazakhstan’s „Leader of the Nation” according to a parliamentary vote and respecting the constitutional framework, in a fully law abiding manner.

 

 


The incumbent president has been in office since 1991 and had a proven history of respecting the democratic rule of political process and respecting constitutional and legal boundaries. 

 


ELECTION SUPERVISIONS AND ADMINISTRATION

  


The election will be administered by a four-layer system of election commissions.

The election administration comprises the CEC, 14 Territorial Election Commissions and the City Election Commissions of Astana and Almaty (collectively referred to as TECs), 207 District Election Commissions (DECs), and more than 9,000 Local Election Commissions (LECs) including some 65 polling stations abroad.

 


The Republic of Kazakhstan had acquiesce to the fallowing instrumental accords for up-holding democratic values: the 1966 International Covenant on Civil and Political Rights, 1979 Convention for Elimination of All Forms of Discrimination against Women, 1965 International Convention on the Elimination of All Forms of Racial Discrimination, 2003 Convention against Corruption, 2006 Convention on the Rights of Persons with Disabilities,, and the 2002 Convention on the Standards of Democratic Elections, Electoral Rights and Freedoms in the Member States of the Commonwealth of Independent States.

 

 


Kazakhstan is also a fully flagged member of the Council of Europe’s Venice Commission, a supplementary proof of the country definitive election of the democratic ways.

 


Membership and submission to all the previously noted agreements and treaty are creating a perfect election environment in accordance with international laws.

 

 


PROCEDURES FOR CANDIDATE NOMINATION AND REGISTRY

 

 


The Constitution and electoral law are offering the climate for an inclusive and representative participation in the electoral race: the presidential candidate may be nominated through self-nomination or by a public association, including a political party.


All equally candidates are required to be citizens by birth, to have at least 40 years old, to be fluent in the Kazakh language (a condition to be observed by the Linguistic Commission, an independent body that should provide its conclusions to the Central Electoral Commission who will make the final decision on candidatures), and to be an officially resident of Kazakhstan for at least 15 years.

 


The nomination period that had ended on 15 March 2015 had permitted for three candidates to outline their candidature and obtain at least 93,000 valid signatures equally representing at least two-thirds of the regions as well as the cities of Astana and Almaty.

 


In addition they need to pay an election deposit of 1,060,000 Kazakhstan Tenge (KZT) and present tax declarations for themselves and their spouse.

 

The necessary prescriptions for barring from standing for office for persons related to crimes of found guilty of corruption-related crimes or administrative offences have being taken.

 

 

The language test consists of an examination of prospective candidates‟ reading, writing and speaking abilities.

 

 


Three candidates will run in the upcoming early presidential elections in Kazakhstan after law provisions: the incumbent President Nursultan Nazarbayev, the challenger from the Communist People’s Party Turgun Syzdykov and self-nominee Abelgazi Kusainov, according to a report from the Central Election Commission.

 


The time for submission of applications for participation in the presidential election in Kazakhstan ended on March 15.

 

According to the CEC secretary Bakhyt Meldeshov, as of 2015, March 16, the CEC got 27 applications.

 


The CEC decided to refuse registration to Limana Koishiyeva, Kanat Turageldiyev, Zharylkap Kalybai and Khasen Kozha-Akhmet, who all successfully passed the Kazakh language but failed to provide all the law required documents.

 


The CEC also denied registration to six candidates for the presidency of Kazakhstan for failing to appear for the Kazakh language exam which is mandatory under the law): self-nominees Yakobzhan Dzhunisbekov, Kairat Maishev, Aigul Utepova, Kanat Yeszhanov, Amantai Kazhy and Birzhan Dilmagambetov.

 


Mels Yeleusizov, Zhaksybai Bazilbayev and Mukhamedrakhim Kursabayev withdrew their candidacies on their own, a move the CEC approved.

 

 


The registration of candidates came to an end on March 25.

 

 


As of 2015 March 26, three candidates have the right to proceed with the election campaigning: Nursultan Nazarbayev, Turgun Syzdykov and Abelgazi Kusainov.

 

Conclusion: Under the full scrutiny of the democratic process in Kazakhstan, The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that the period of registrations of candidature and the provisions of the law have being full respected and all the necessary procedural steps have being address insuring a perfect democratic character to the first phase of the election procedures.


 

 

Recommendation: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that a higher number of signatures on the candidate’s signature list will be a beneficial addition offering a better selection of serious candidates.

 

 



CAMPAIGN AND CAMPAIGN FINANCE. ANTI MONEY LAUNDRY PROVISIONS

 

 


The election campaign starts on 26 March, the day after the end of candidate registration, and lasts until 24 April, when the silence period starts.

 


The Election Law guarantees citizens and public associations the right to conduct an unimpeded campaign for or against any candidate. Local authorities are mandated to provide space for the placement of campaign posters on an equal basis and candidates may also post materials on

 


To finance their campaign, the CEC informed that each candidate is entitled to receive a minimum of KZT seven million (some EUR35, 000) from the state budget. In addition, candidates are allowed to use their own funds and accept donations from citizens and organizations, as well as funds from the nominating body, up to a combined total of KZT 577 million.

 


Foreign and anonymous donations are prohibited.

 

 


Candidates are obliged to open dedicated bank accounts for these funds.

The banks should notify the CEC if the spending limits are exceeded. Five days after the announcement of the election results, candidates are obliged to submit a report on their campaign finance to the election administration.

 


The CEC adopted a resolution on the campaign expenditures to be covered from the state budget. Each candidate is provided with funds for a fifteen minutes speech on TV, a ten-minute speech on the radio, as well as to publish two articles in printed newspapers.

 

 


According to the CEC the amount of funding provided to candidates for their election campaigning in the media was calculated based on the existing rates provided by the Committee for Communications, Computerization and Information of the Ministry of Investment and Development of Kazakhstan.

 


“Funds in the amount of 5,250,000 tenge ($28,237) are allocated to the candidates for a 15-minute speech.

 


For the 10-minute presentation of the program on the radio each candidate receives 200,000 tenge ($1,075). To publish two printed articles each candidate receives 810,000 tenge ($4,356). Candidates will also receive funds to rent premises for meetings with voters in the amount of 200,000 tenge and another 250,000 tenge ($1,345) to print out campaign materials. Each of the registered candidates will receive 300,000 tenge ($1,613) for travel expenses,” the CEC said.

 

 


Conclusions: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS stated that offering a full financial support and insuring transparency and strict supervision policies are all decisions destined to discouraging money laundry, political corruption and in offering a fare and equal based financial support for all candidates, a fundamental base of democratic elections.

 

 


The Election Law is the main legal source addressing candidate rights to campaign in the media, providing equal access to state-funded airtime and print space, as well as the right to purchase additional airtime and space. Each candidate is entitled to 15 minutes of free airtime on television, 10 minutes of free airtime on radio, and 2 free articles in newspapers. For paid advertisement, all media are obliged to provide the price list of paid advertisements to the CEC, no later than 10 days after the election is announced.

 

 


FINAL CONCLUSIONS ON ELECTION OBSERVATION

 

 


One of the most important aspects in organizing internationally recognized and valid electoral process is the presence of international and internally accepted monitors.


 

According to Central Electoral Commission a number of 10.000 internal registered observers will by surveying the poll and number of 1.000 international monitors will also insure a country wide supervision of the electoral process.

 


The Kazakhstan Election Law provides for international and citizen observers, as well as authorized representatives of registered candidates.

There is an accreditation procedure and observers are required to present a letter from their nominating organization and their identification documents to the election commission where they will observe the process.

 

We consider that the electoral system is offering the checks and balances necessary to insure a perfect democratic consultation.

PRE-ELECTION PERIOD

  


The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS consider that the pre-election period was marked by full transparency, honesty and a calm electoral climate conducive to an all inclusive electoral climate.


 

 

We consider that in the early presidential election (26 April 2015) pre-election campaign Kazakhstan has fulfilled all his legal obligation on holding open, free, and fair and equal opportunity driven elections.

 

 


The conclusion of the EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS Monitoring Committee is that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards were fully taken by The Government of the Republic of Kazakhstan.

 

 


As a result on 20th April 2015 the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided to deploy an election mission to follow the Election Day process countrywide, and to supervise the Election Day activities, including voting, counting, and tabulation of results.

 


We must also underline that: election commissions at all levels handled technical aspects of the election in a professional manner in the pre-election and election period.

 


Their sessions were openly and transparently monitored by observers and the media.

CONCLUSIONS ON ELECTION DAY AND ELECTIONS RESULTS. POLITICAL CONTEXT:

 

 


The political environment in Kazakhstan is characterized by the presence of strong political parties with national scale activities, with genuine pluralism and a vibrant political discourse.


 

NGOs operate in a permissive environment, and after 2015 reform bill that is providing supplementary funding for NGO`S, offering opportunities for personal and institutional development and improving the sphere of activity for all NGO`s bodies, in such a manner that they can fulfil their role in providing quality services for Kazakhstani citizens.

 


Kazakhstan is enjoying a system that is open and full of liberty and the reform on NGO`s field has allowed Kazakhstan to obtain high quality services from the area of civil society.

 



 

Voting on the Election Day-Almaty

 

 

ELECTION DAY

 

Election Day was calm, with no obstacle in the voting process and open to all electors in a transparent manner and a turnout of almost 95 per cent was reported.


 

OPENING OF POLLING STATION AND VOTING

 

 


Opening procedures were assessed positively in most polling stations visited.


 

The voting was done in a normal manner, no signs of forced presence, mass presence or suspicious persons or any control of voters where not observed.

 


The lack of any coercion in electoral activities was clearly marked.

 


No electoral tourism or mass migration of electors from one electoral station to another was registered.

 


There where also some shortcomings as: voters who did not know how to act on electoral sections, the lack of proper instructions in the management of the electoral process were also registered in some cases.

COUNTING

 

The international observers appreciated that the counting was done in an orderly, open and transparent manner, allowing for the viewing and registration of each vote; no staffing of urns was reported.

 

 

Some minor glitches where reported as: lack of information regarding the opening and manipulation of mobile urns, lack of clear procedures regarding annulled votes.


 

The overall climate of the counting process was an open and transparent one.

FINAL CONCLUSIONS ON ELECTORAL RESULTS OF KAZAKHSTAN EARLY PRESIDENTIAL ELECTIONS ON 26 APRIL 2015

 

 


In the final conclusions of the observation and monitoring activities opened on the territory of Republic of Kazakhstan between 22-29 April 2015 the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided:


 

 

The pre-election period and campaign was characterized by a free and open legislation, encompassing all the necessary legal and constitutional procedures granting any Kazakhstan society member the right to partake on the election, to present and promote his candidature and to have the opportunity to express his views and vote.

 


The campaign climate was peaceful, open with no pressures upon the voters, with anti-money laundry provision insuring an equal opportunity climate for all the candidates.

 

 


The Election Day activities where conducted in a transparent manner, without pressure or state authorities’ intervention in a manner conducive to allowing the free expression of the Kazakh people.

 

 


The Early Presidential Elections in Kazakhstan held on 26 April 2015 where assessed by “1026 representatives of foreign states, international organizations and foreign media,” according to Kazakhstan’s Central Electoral Commission (CEC) .

 


Additionally a number of 10.000 internal observers where deployed at all polling stations in the country offering the necessary checks and balances for an democratic electoral process.

 

 


In conclusion we appreciate that the vote of 26 April 2015 has expressed in a democratic manner the views and the decision of Kazakhstan people and the electoral process was clearly transparent, open, all inclusive and genuine democratic in nature and organization.

EUROPEAN MONITORING MISSION DEPLOYED TO KAZAKHSTAN FOR 2015 PRESIDENTIAL ELECTIONS

Kazakhstan is preparing to hold early elections on 26 of April 2015, with threecontenders competing for the country top post: incumbent President Nursultan Nazarbayev, the challenger from the Communist People’s Party- Turgun Syzdykov and self-nominee Abelgazi Kusainov.


 

In the preparation of the 2015 election, the country top watch dog-Central Electoral Commission announced that more than 1.000 international observers will be accredited to monitor the elections and more than 10.000 national observers will also control the polling process.

 


The European Council on International Relations had decided to monitor the electoral process developed in Kazakhstan, on the occasion of April 26, 2015 snap presidential election.

 

 



Kazakhstan 2011 Election where hailed as a perfect example by the international community

 


On 20th of April 2015, the preliminary, pre-election report on monitoring the legislative framework and the preparation for the elections, to be held in Kazakhstan, where read open by the team of experts from European Council on International Relations.


 

The report outlines the fact that: „The Election Monitoring Committee of European Council on International Relations considers that the period of registrations of candidature and the provisions of the law have being full respected and all the necessary procedural steps have being address insuring a perfect democratic character to the first phase of the election procedures.”

 


After analyzing the constitutional prescription, the laws, the Central and Local Electoral Committee management and prerogatives, the funding operating system , the publicity and equal promotion framework the report remarks: „The conclusion of the European Council on International Relations monitoring Committee is that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards were fully taken by The Government of the Republic of Kazakhstan.”

 


The conclusions of the group of experts comprised of parliamentarians lead by Senators Marcel Dumitru Bujor, Ionel Agrigoroaei, Constantin Popa, academicians lead by Professor Dr. Mircea Constantinescu and electoral experts team lead by Mr. Gheorghe Cealfa where received by Professor Dr. Anton Caragea-President of European Council on International Relations.

 


Professor Dr. Anton Caragea accepted the findings of the report and agreed with his recommendation: that a team of experts and parliamentarians from European Council on International Relations will follow the Election Day process countrywide, and will supervise the Election Day activities, including voting, counting, and tabulation of results in the Republic of Kazakhstan presidential elections.

 


Based on this report Professor Dr. Anton Caragea accepted to lead a monitoring mission for Kazakhstan Presidential Election. ″We are not accepting such a monitoring mission, if we don’t have the confidence that the organizing state is committed in respecting fundamental values and democratic process″,

 


Kazakhstan has fully responded by respecting his democratic commitments and the highest standard of electoral competitions and we hope hat the 26 April-Election Day will be another proof of the democratic standards upholded by Kazakhstan. SNAP PRESIDENTIAL ELECTION IN REPUBLIC OF KAZAKHSTAN

 


I. INTRODUCTION


According to an official invitation from the Ministry of Foreign Affairs of Republic of Kazakhstan to observe the 26 April 2015 snap presidential election, the EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided to evaluate the political, judicial, legislative and general framework of the early presidential election from 26 April 2015.

The aim of the evaluation process was to assess the pre-election environment and the preparations for the presidential election.

The evaluation process comprised in legislative text analyses, assessment of general political situation in the country and the conformity with general accepted democratic practices and regulation and with bona fide principles.

Taken into account were also: public opinions, statements and discussions expressed by officials from different Kazakhstan institutions and the election and civil administration, as well as official spokespersons from political parties, media outlets, civil society personalities, and the international community.


 

 

II. GENERAL ASSESSMENT

 


According with the law prescriptions the presidential vote will start on 26 April 2015, giving the voters the chance to elect the president for a five-year term.


The law encapsulates also the necessary democratic prescriptions for an open and fair electoral process.


The April 26, 2015 election will be the fourth consecutive national election called on early bases, a supplementary proof of a democratic and viable electoral system.

The laws that are governing the presidential elections are governed by the Constitution, the Constitutional Law on Elections (Election Law), and regulations of the Central Election Commission (CEC).


The assessment process considered that Kazakhstan is a viable and fully committed party to all major international and regional instruments related to the holding of democratic elections and had continuously and full abiding by his international democratic regulations.


There have been no changes to the Election Law since the last elections held in 2011, and we have to mention that in 2011 the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS had find that the law and regulation governing the electoral process in Kazakhstan are completely corresponding to international laws and regulation insuring a perfect electoral process.


The authorities Kazakhstan authorities underlined in all public statements their nation commitment to conduct elections in compliance with the principles of openness, transparency and fairness.

The election will be administered by a complex and modern system of commissions, composed of Central Electoral Commission and including number of 14 Territorial Election Commissions and the City Election Commissions for Astana`s and Almaty`s regions, 207 District Election Commissions, and more than 9,000 Local Election Commissions (LECs).


The Central Electoral Commission composition and activity is fully independent and in perfect correspondence with international laws and regulations insuring the independence of electoral and monitoring process.


In the list of democratic provisions the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS noted:

The fact that all citizens over 18 years of age have the right to vote, there is a nationwide electronic voter list to identify duplicate entries.

Presidential candidates are required to be citizens by birth, at least 40 years old, fluent in the state language, and officially resident in Kazakhstan for at least 15 years.


The same recommendation is made on this element as in 2011: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers necessary a general recommendation for all states to include such provisions in their electoral laws insuring a perfect national representations to the highest office of the land.


The Election Law guarantees the right to conduct an unimpeded campaign for or against any candidate.


In the democratic landscape of Kazakhstan, the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS noted the existence of a powerful independent media, with an impressive number of mass media entities operating in the country.


Also a full independent television network is offering a perfect dialogue and information source.


The Kazakhstan Constitution guarantees freedom of speech and prohibits censorship.


Keeping in mind that no elections can be considered as free and democratic without the presence of international observers the Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS decided to support Kazakhstan electoral process and democratic credential by monitoring and observing all stages of the 2015, 26 April Early Presidential Election in Kazakhstan.

The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS will monitor the full electoral process, candidate registration, and the campaign, media, and Election Day procedures.

 

 


III. ELECTION CLIMATE ANALYSES

 


A. FACT FINDING


Kazakhstan is a fully flagged democratic republic, respecting the equilibrium of powers and balanced distribution of constitutional powers. The president is acting in full respect of the democratic system and the country has a long tradition of political process in a democratic manner and with all the guarantees for an inclusive and democratic process.

The institutional system is offering a perfect balanced voice to parliamentary and representations system.

The 26 April 2015 Early Presidential Election where convened in a perfect transparent and inclusive manner at the request of the highest representative and democratic institution in the country: Assembly of Peoples of Kazakhstan.

The decision was upheld fully constitutional and legal based by the Constitutional Council.


The democratic initiative for an early presidential election was supported by the Kazakhstan Parliament and, on 25 February, the Kazakhstan President announced the election would be held on 26 April.


As we have mentioned previously the next election will be the fourth consecutive national election to be called early.


On 27 February, the Minister of Foreign Affairs of Kazakhstan stressed the nation’s commitment to conduct a free and fair election in line with the principles of openness, transparency and fairness.

The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that the electoral process is fundamental, in law provisions and spirit and in technical consideration perfectly administered, offering a perfect climate and an open and inclusive and in full fairness political discourse resulted in a perfect competitive electoral environment.

 


B. LEGAL FRAMEWORK


Regarding the previous respect to democratic commitments, the Republic of Kazakhstan has fully respected his international obligations regarding construction of a free electoral consultation.

We must note that: European Council on International Relations has made an in-depth analysis of the electoral law and constitutional framework of the Republic of Kazakhstan during 2011 Kazakhstan Presidential elections.

 


The focus of this analysis where: the mass media law, the election law, the political laws and the Constitutional Law of Kazakhstan and had operated a surveillance of the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere.


The conclusion of the European Council on International Relations monitoring commission was that: the necessary steps in order to insure an honest and balanced electoral consultation respecting democratic standards were taken by Government of Kazakhstan.


The European Union monitoring mission insured also the Election Day supervision, the supervision of counting and tabulation of elections results in a significant and representative number of sections and commissions.


The conclusions of the committee findings can be summon up as an endorsement of the law and constitutional provisions of Kazakhstan electoral system.


In the 26 April 2015 the same principles and laws are applying as in 2011 elections case.

The primary legal framework for presidential elections includes the Constitution, the Constitutional Law on Elections (Election Law), and regulations of the Central Election Commission (CEC). Other relevant laws include the Law on the President, the Law on Political Parties, the Civil Procedures Code, the Criminal Code, the Administrative Offences Code, the Law on Peaceful Assemblies, and various local regulations related to public assemblies. Kazakhstan is a party to major international and regional instruments related to the holding of democratic elections


The president is directly elected by popular vote in a two-round system. To be elected in the first round of voting, a candidate must receive more than half of all votes cast. If no candidate reaches the required majority, the two candidates receiving the most votes contest a second round within two months of the first round, in which the candidate who receives the higher number of votes is considered elected. A 2007 constitutional amendment reduced the presidential term from seven to five years and exempted the first president – the incumbent President Nazarbayev – from the established limit of two consecutive terms.


In 2010, the first president was given the privileged legal status of Kazakhstan’s „Leader of the Nation” according to a parliamentary vote and respecting the constitutional framework, in a fully law abiding manner.


The incumbent president has been in office since 1991 and had a proven history of respecting the democratic rule of political process and respecting constitutional and legal boundaries.

 


C. ELECTION SUPERVISIONS AND ADMINISTRATION

 


The election will be administered by a four-layer system of election commissions. The election administration comprises the CEC, 14 Territorial Election Commissions and the City Election Commissions of Astana and Almaty (collectively referred to as TECs), 207 District Election Commissions (DECs), and more than 9,000 Local Election Commissions (LECs) including some 65 polling stations abroad.


The Republic of Kazakhstan had acquiesce to the fallowing instrumental accords for up-holding democratic values: the 1966 International Covenant on Civil and Political Rights, 1979 Convention for Elimination of All Forms of Discrimination against Women, 1965 International Convention on the Elimination of All Forms of Racial Discrimination, 2003 Convention against Corruption, 2006 Convention on the Rights of Persons with Disabilities,, and the 2002 Convention on the Standards of Democratic Elections, Electoral Rights and Freedoms in the Member States of the Commonwealth of Independent States.


Kazakhstan is also a fully flagged member of the Council of Europe’s Venice Commission, a supplementary proof of the country definitive election of the democratic ways.


Membership and submission to all the previously noted agreements and treaty are creating a perfect election environment in accordance with international laws.

 


D. PROCEDURES FOR CANDIDATE NOMINATION AND REGISTRY


The Constitution and electoral law are offering the climate for an inclusive and representative participation in the electoral race: the presidential candidate may be nominated through self-nomination or by a public association, including a political party. All equally candidates are required to be citizens by birth, to have at least 40 years old, to be fluent in the Kazakh language (a condition to be observed by the Linguistic Commission, an independent body that should provide its conclusions to the Central Electoral Commission who will make the final decision on candidatures), and to be an officially resident of Kazakhstan for at least 15 years.


The nomination period that had ended on 15 March 2015 had permitted for three candidates to outline their candidature and obtain at least 93,000 valid signatures equally representing at least two-thirds of the regions as well as the cities of Astana and Almaty.


In addition they need to pay an election deposit of 1,060,000 Kazakhstan Tenge (KZT) and present tax declarations for themselves and their spouse.


The necessary prescriptions for barring from standing for office for persons related to crimes of found guilty of corruption-related crimes or administrative offences have being taken.


The language test consists of an examination of prospective candidates‟ reading, writing and speaking abilities.


Three candidates will run in the upcoming early presidential elections in Kazakhstan after law provisions: the incumbent President Nursultan Nazarbayev, the challenger from the Communist People’s Party Turgun Syzdykov and self-nominee Abelgazi Kusainov, according to a report from the Central Election Commission.


The time for submission of applications for participation in the presidential election in Kazakhstan ended on March 15.


According to the CEC secretary Bakhyt Meldeshov, as of 2015, March 16, the CEC got 27 applications.


The CEC decided to refuse registration to Limana Koishiyeva, Kanat Turageldiyev, Zharylkap Kalybai and Khasen Kozha-Akhmet, who all successfully passed the Kazakh language but failed to provide all the law required documents.

The CEC also denied registration to six candidates for the presidency of Kazakhstan for failing to appear for the Kazakh language exam which is mandatory under the law): self-nominees Yakobzhan Dzhunisbekov, Kairat Maishev, Aigul Utepova, Kanat Yeszhanov, Amantai Kazhy and Birzhan Dilmagambetov.


Mels Yeleusizov, Zhaksybai Bazilbayev and Mukhamedrakhim Kursabayev withdrew their candidacies on their own, a move the CEC approved.


The registration of candidates came to an end on March 25.


As of 2015 March 26, three candidates have the right to proceed with the election campaigning: Nursultan Nazarbayev, Turgun Syzdykov and Abelgazi Kusainov.


Conclusion: Under the full scrutiny of the democratic process in Kazakhstan, The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that the period of registrations of candidature and the provisions of the law have being full respected and all the necessary procedural steps have being address insuring a perfect democratic character to the first phase of the election procedures.


Recommendation: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS considers that a higher number of signatures on the candidate’s signature list will be a beneficial addition offering a better selection of serious candidates.

 

 


E. CAMPAIGN AND CAMPAIGN FINANCE.

ANTI MONEY LAUNDRY PROVISIONS

 


The election campaign starts on 26 March, the day after the end of candidate registration, and lasts until 24 April, when the silence period starts.


The Election Law guarantees citizens and public associations the right to conduct an unimpeded campaign for or against any candidate. Local authorities are mandated to provide space for the placement of campaign posters on an equal basis and candidates may also post materials on


To finance their campaign, the CEC informed that each candidate is entitled to receive a minimum of KZT seven million (some EUR35,000) from the state budget. In addition, candidates are allowed to use their own funds and accept donations from citizens and organizations, as well as funds from the nominating body, up to a combined total of KZT 577 million.7


Foreign and anonymous donations are prohibited. Candidates are obliged to open dedicated bank accounts for these funds. The banks should notify the CEC if the spending limits are exceeded. Five days after the announcement of the election results, candidates are obliged to submit a report on their campaign finance to the election administration.


The CEC adopted a resolution on the campaign expenditures to be covered from the state budget. Each candidate is provided with funds for a fifteen minutes speech on TV, a ten-minute speech on the radio, as well as to publish two articles in printed newspapers.


According to the CEC the amount of funding provided to candidates for their election campaigning in the media was calculated based on the existing rates provided by the Committee for Communications, Computerization and Information of the Ministry of Investment and Development of Kazakhstan.


“Funds in the amount of 5,250,000 tenge ($28,237) are allocated to the candidates for a 15-minute speech.


For the 10-minute presentation of the program on the radio each candidate receives 200,000 tenge ($1,075). To publish two printed articles each candidate receives 810,000 tenge ($4,356). Candidates will also receive funds to rent premises for meetings with voters in the amount of 200,000 tenge and another 250,000 tenge ($1,345) to print out campaign materials. Each of the registered candidates will receive 300,000 tenge ($1,613) for travel expenses,” the CEC said.


Conclusions: The Election Monitoring Committee of EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS stated that offering a full financial support and insuring transparency and strict supervision policies are all decisions destined to discouraging money laundry, political corruption and in offering a fare and equal based financial support for all candidates, a fundamental base of democratic elections.


The Election Law is the main legal source addressing candidate rights to campaign in the media, providing equal access to state-funded airtime and print space, as well as the right to purchase additional airtime and space. Each candidate is entitled to 15 minutes of free airtime on television, 10 minutes of free airtime on radio, and 2 free articles in newspapers. For paid advertisement, all media are obliged to provide the price list of paid advertisements to the CEC, no later than 10 days after the election is announced.

 

 


IV. FINAL CONCLUSIONS ON PRELIMINARY ELECTION OBSERVATION


One of the most important aspects in organizing internationally recognized and valid electoral process is the presence of international and internally accepted monitors.


According to Central Electoral Commission a number of 10.000 internal registered observers will by surveying the poll and number of 1.000 international monitors will also insure a country wide supervision of the electoral process.


The Kazakhstan Election Law provides for international and citizen observers, as well as authorized representatives of registered candidates. There is an accreditation procedure and observers are required to present a letter from their nominating organization and their identification documents to the election commission where they will observe the process.


We consider that the electoral system is offering the checks and balances necessary to insure a perfect democratic consultation.

EUROPEAN UNION ACADEMY CONSIDERS ASSEMBLY OF PEOPLE OF KAZAKHSTAN AS A PERFECT WORLD DEMOCRATIC MODEL

The Conference on PEOPLE ASSEMBLY OF KAZAKHSTAN: A DEMOCRATIC MODEL OF UNIVERSAL VALUE-3 March 2015


The academic conference was subscribed to the traditional strategic friendship that is uniting Europe and Kazakhstan and was destined to highlight to European and international audience the fundamental role of an institution unique in the world and reflecting Kazakhstan specificity: ASSEMBLY OF PEOPLE OF KAZAKHSTAN.


This institution of paramount importance was established in 1995, according to a decision of President Nursultan Nazarbayev and has the role of allowing all national, cultural and religious minorities on the territory of Kazakhstan to partake together with the Kazakh majority in building a society model, in selecting cultural politics and in building an open and inclusive society integrating all citizens.


Today after 20 years of activity, the ASSEMBLY OF PEOPLE OF KAZAKHSTAN had become a model for all the states of the world, a model of resolving minority’s problems and democratic people’s involvement.

GEORGE MALUTAN AND VICTOR DELEANU ARE THE EUROPEAN WINE CREATORS FOR 2014

In the capital of Belgium the officials from European Council on International Relations warmely welcomed the news of the selection of the BEST EUROPEAN WINE IN 2015 from the Cotnari-House of Wines (Casa de Vinuri COTNARI).


On this ocassion was welcomed also the nomination of the winners of the title for WINE MAKER of THE YEAR for 2014 and the public presentation of best European wines had succeeded in gathering in the same spot the wine connoisseur’s community of Europe and the entire world on the venue of the International Wine and Tourism Fair.

 


BELGIUM - December 10th, 2014 - The unveiling of the title for WINEMAKER of THE YEAR for 2014 and the public presentation of best European wines had succeeded in gathering in the same spot the wine connoisseur’s community of Europe and the entire world on the venue of the International Wine Fair.

 


Diplomats from Europe, Asia and Africa, members of Institute of International Relations and Economic Cooperation, European Council on Tourism and Trade, European Bank for Reconstruction and Development and countless personalities had convened on the spot, eager to know the names of 2014 best of wines and their makers.

 


In order to enchant the audience, the organizers decided that: the name of the BEST WINEMAKERS should be accompanied by the tasting of their prized creations.


 

The award ceremony and the tasting session had commenced by a Feteasca Neagra (Black Girl) from Dominium series of Cotnari House of Wine, a perfect red wine that encompassed with distinction the work of the wining George Malutan, the winner of WINE MAKER of THE YEAR designation.

 




Mr. George Malutan had proven himself by long term and successful efforts in creating COTNARI-Hose of Wine products.

 


Wines such as the Feteasca Neagra, had conquered the hearts and mind of diplomats at the DIPLOMATIC WINE contest for 2015, but also Mr. Malutan creations won many gold and silver medals, in the last span of time in International Wine Contests and tasting ceremonies. All this achievements bestow a perfect international recognition for his wines created for the portfolio of COTNARI House of Wines.


 

Professor Dr. Anton Caragea, President of European Council on Tourism and Trade had eulogized the wines created by Mr. George Malutan as perfectly capturing the terroirs specificity of Moldavia and Romania and respecting the long lasting tradition of wine making of the areas.

 


His creations are garnering the art of wine production together with the latest technologies specific to the New World wines.

 


The result is a perfect calibrated wine, this is a living proof that old European wineries can be still seductive created with the new technologies and can lead in the world top of wines.

 


European wines did not say their final word on the world stage, concluded Professor Dr. Anton Caragea.

 


On 6 December 2014, on the ceremony to present the best European wines and on the venue for unveiling the DIPLOMATIC WINE for 2015, Mr. Victor Deleanu-Chairman of the COTNARI-House of Wines, received in a festive ambiance the title for WINEMAKER OF THE YEAR.

 


Over 20 diplomats from three continents, plus European and Romanian officials and European parliamentarians where present on the venue in order to try out the wines created by the oenological specialists of COTNARI- House of Wines, wines crowned as the DIPLOMATIC WINE of 2015.

 


Professor Dr. Anton Caragea, President of European Council on Tourism and Trade had complimented the exertions of Chairman Victor Deleanu to promote the European and Romanian wines, wines of exceptional quality in the world and his decision to unleash the revolution of the Romanian wines assortments.

 


This wine revolution hopes to place in the first rank of the wine making process the assortment of the grape, the aroma and the persistence naturally present in the Romanian wipe grapes.

 



Based on this grapes, exceptional wines can be carved out, this is the manifest credo of the owner and wine creator of Cotnari-House of Wines-Mr. Victor Deleanu, creed validated by the election of his wines as the BEST EUROPEAN WINE for 2015-DIPLOMATIC WINE.


 

COTNARI-HOUSE OF WINES is an ambitious project that is encompassing a plantation with total of 350 hectares, out of which 100 hectares are cultivated with the famous Romanian grape variety: Feteasca Neagra(Black Girl), the Busuioaca de Bohotin(Bohotin Basil) , world celebrated for his unique flavour is cultivated on 75 hectares, the Tamaioasa Romaneasca (Romanian Incense Flavour) favoured by the connoisseurs for his strong taste, unique palates, can be found on other 75 hectares, Feteasca Alba(White Girl) is produced on 50 hectares and the Grasa de Cotnari ( Fat Lady of Cotnari) assortment , which is on good reason named as the Romania treasure and is comprised in natural patrimony, is cultivated on 50 hectares.

European Council on Tourism and Trade (ECTT) President offered his high patronage to the Wine and Tourism International Fair-GOODWINE and on 6 December 2014, His Excellency ECTT President- Dr.Anton Caragea opened the official ceremony to present to the public the BEST EUROPEAN WINE FOR 2015 and to uncover the names of the BEST WINEMAKERS OF THE YEAR. 


Appealing to wineries, wine & tourism association, wine destination marketing organizers, media and wine tour operators, the annual Wine Tourism Conference provides hard information abou the important and growing industry of wine tourism and provides a forum for leaders in the wine tourism industry. Afterwards was tasted the second place on diplomatic wine competition, the famous Fat Lady of Cotnari (Grasa de Cotnari), dry wine, a historical achievement.


 

The Grasa de Cotnari wine is an old traditional wine, in use at the Moldavian king’s court.

The relations between Europe and Africa were rapidly evolving in a positive direction after the visit of an important european delegation in the Republic of Zimbabwe.


 

The visit made between 29 May-7 June 2014 by an European delegation headed by H.E. Professor Dr. Anton Caragea, President of European Council on International Relations was destined to restart the bilateral relation between Europe and the Republic of Zimbabwe and the southern region of Africa, a region in full economic development and with a long tradition of partnership with our country.

The high level visit, the first after a 25 year hiatus in bilateral relation offered to the parties the opportunity to table concrete cultural, tourism and cooperation projects and to highlight the bilateral support for the development of the social and political cooperation.

EUROPE WELCOMES HIS FIRST AFRICAN ACADEMIC MEMBER-WALTER MZEMBI-MINISTER OF TOURISM OF ZIMBABWE

On the occasion of WORLD BEST TOURIST DESTINATION IN 2014  elections, the Academic Board of European Council on Tourism and Trade has decided to co-opt as his newest honorary academic member- Mr. Walter Mzembi, Minister of Tourism and Hospitality Industry of Zimbabwe.


 

The decision comes natural, as Minister Walter Mzembi succeeded in profusely supporting the successful candidature of Zimbabwe to the highest tourism honor- WORLD BEST TOURIST DESTINATION.

 


After being voted as WORLD BEST TOURIST DESTINATION FOR 2014, Zimbabwe has become the first African country to hold this honor, a sign of African resurgence and of closer ties with Europe.

 


The decision to award the HONORARY ACADEMICIAN TITLE  has come not only after the successful Zimbabwe bid for WORLD BEST TOURIST DESTINATION AWARD, but in recognition of the extensive academic activity realized by Minister Walter Mzembi in the last span of time.

 


From the large list of academic qualification of Mr. Walter Mzembi the academic committee has appreciated his studies in: Mechanical Engineering, Diplomas in Business and Governance Studies (USA), Business Administration and Doctorate in management (Mexico) etc.

 


The decision was taken in consensus on 3rd of May 2014 and was communicated to Minister of Tourism and Hospitality Industry of Zimbabwe-Mr. Walter Mzembi in Harare on 29 May 2014.

In the end of the ceremony Senator Ionel Agrigoroaei handed out the academician insignia and European Council on Tourism and Trade President-Professor Dr. Anton Caragea invited the new academician Walter Mzembi to take his place amongst his peers.

 


After being nominated as Academician- Honorary Member of European Tourism Academy Mr. Walter Mzembi becomes the voice of African continent in relation with Europe and in the world tourist stage opening the gates of prosperity and recognition for his fellow ministers from Africa and creating new opportunities of engagement between Africa and Europe in tourism, culture and economic cooperation.

Conform unui comunicat de presa al PPDD: senatorul Ionel Agrigoroaei, care s-a facut remarcat prin lupta intensa de promovare a valorilor Partidului Poporului la Iasi si care a fost unul din cei mai activi si responsabili parlamentari ai acestui partid, a fost promovat ca vice-presedinte la nivel national al formatiunii conduse de Dan Diaconescu.

Din data de 1 iulie 2014, Partidul Poporului-Dan Diaconescu (PPDD) are un nou Vice-presedinte: Ionel Agrigoroaei.


Numirea vine ca urmare a eforturilor sustinute ale senatorului Ionel Agrigoroaei de promovare a Partidului Poporului, ca o alternativa eficienta la viata politica corupta din Romania si pentru a oferi populatiei un partid nou, nepatat de scandalurile de coruptie, care au maculat imaginea tuturor celorlalte formatiuni politice.



Senatorul Ionel Agrigoroaei il decoreaza pe Ministrul Turismului si Ospitalitatii din Zimbabwe.


Noul Vice-Presedinte al PP-DD: Ionel Agrigoroaei s-a remarcat mai ales prin activitatea sa eficienta in cadrul Parlamentului Romaniei,fiind ales drept cel mai bun parlamentar in sesiunea parlamentara din 2013 si 2014 si felicitat de intreg corpul diplomatic pentru activitatea sa in folosul Romaniei.


Senatorul Ionel Agrigoroaei conduce net în activitatea parlamentară cu peste 86 de întrebări, 7 declaraţii politice, 13 iniţiative legislative, 44 de interpelări şi 138 de luări de cuvânt în plen, ajungând la un remarcabil total de 288 de intervenţii, interpelări şi luări de poziţie în cadrul lucrărilor Parlamentului României.




Senatorul Ionel Agrigoroaei primeste PREMIUL pentru ACTIVITATEA PARLAMENTARA in 2013


El a fost si singurul parlamentar iesean care a reusit sa introduca Iasi-ul in programul de vizite diplomatice-Descopera Romania, a adus o pleiada de ambasadori interesati de investitii in orasul pe care il reprezinta in Parlament, iar in 14 martie 2014 a luat Premiul de Carte pentru lucrarea sa IAR ADEVARUL NE VA FACE LIBERI, apreciata unanim ca un puternic si convingator manifest politic al romanilor uitati si abandonati de politicienii verosi.


Apreciat general pentru demnitatea si determinarea sa politica si pentru succesul sau in promovarea internationala a Iasi-ului, senatorul Ionel Agrigoroaei are acum oportunitatea de a-si folosi bagajul de cunostinte si realizari la nivel national, odata cu numirea sa ca Vice-Presedinte al Partidului Poporului-Dan Diaconescu.

EUROPE DECLARES ZIMBABWE AS WORLD BEST TOURIST DESTINATION FOR 2014

Zimbabwe international status is growing rapidly.

In 2013 the country hosted the UNWTO General Assembly with more than 120 countries attending the event that was proclaimed as the best ever in the history of the United Nations.


After mending ties with the majority of countries in the world Zimbabwe got another impressive success with the nomination of the country as WORLD BEST TOURIST DESTINATION FOR 2014 by European Council on Tourism and Trade, an organization encompassing the interest of tourism industry from 28 european countries with a population surpassing 700 millions inhabitants.


After this impressive moment that highlighted the approach between Europe and Zimbabwe as never before between 29 May 2014 and 6 June 2014 a top level delegation of high ranking officials lead by the President of European Council on Tourism and Trade visited for the first time the country signaling the complete restoration of bilateral relations.

More than 200 representatives of major regional branches of European Council on Tourism and Trade, major tourism and trade firms and tourism specialized journalist`s had convened in Bucharest, in the landmark Palace of Parliament of Romania, the second largest building in the world and the first in Europe, a landmark of European tourism and architectural treasures.


On the luxurious surrounding of Palace of Parliament, the body has decided upon the WORLD BEST TOURIST DESTINATION for 2014 with 27 countries on the list, from all the continents, regions and climate`s off the world.


The winner of the competition has being declared the REPUBLIC OF ZIMBABWE- WORLD BEST TOURIST DESTINATION in 2014 announcement that triggered and explosion of joy amongst the African ambassadors as Zimbabwe is the first African country to get the top honor.


On May 3, 2014 in a public séance of the European Council on Tourism and Trade, gathering representatives of tourism organizations from European continent has debated the list of candidates for WORLD BEST TOURIST DESTINATION for 2014.

On the debate for WORLD BEST TOURIST DESTINATION AWARD FOR 2014, Professor Dr. Anton Caragea, President of European Council on Tourism and Trade (ECTT) presented the report titled: ZIMBABWE: THE PERFECT AFRICAN DESTINATION. A SEVEN WONDER IN TOURISM AND CULTURAL POTENTIAL proposing ZIMBABWE as the winner of WORLD BEST TOURIST DESTINATION FOR 2014 and as receiver of FAVORITE CULTURAL DESTINATION distinction for 2014.


 



Delegates from 27 countries debated the future of tourism for a two day summit.


Among the reasons for awarding WORLD BEST TOURIST DESTINATION FOR 2014 to ZIMBABWE the report outlined:


- The peerless organization of World Tourism Organization General Assembly in 24-30 August 2013, the world gathering of tourism experts comprising more than 120 countries.

After hearing the report, Senator Ionel Agrigoroaiei, from Romanian Parliament and Director of European Parliamentary Committee in European Council on Tourism and Trade had express the feeling’s of all present at the gathering declaring that: REPUBLIC OF ZIMBABWE is the perfect candidate, with a perfect record of promoting eco-friendly tourism, ecological and social oriented tourism and that only a unanimity vote in favor of REPUBLIC OF ZIMBABWE could express the unwavering European tourism and economic community support in favor of such a world model.


Mr. Victor Deleanu, ECTT rapporteur, presented also a report on ZIMBABWE: HOT SPOT OF ADVENTURE TOURISM reiterating the highest praises for the country safety record and infrastructure and hospitality industry achievements that are making Zimbabwe the perfect destination in Africa.


Mr. Mihai Prundianu, Chairman of Trade Mission of ECTT also highlighted the importance that today, when Africa is celebrated 50 years of African Unity, Europe must express his commitment and appreciation for Africa by crowning ZIMBABWE as FAVORITE CULTURAL DESTINATION AND WORLD BEST TOURIST DESTINATION FOR 2014.


In the end of the debate European Council on Tourism and Trade decided, unanimously, to award WORLD BEST TOURIST DESTINATION FOR 2014 TITLE TO REPUBLIC OF ZIMBABWE and to declare REPUBLIC OF ZIMBABWE -FAVORITE CULTURAL DESTINATION in 2014.

THE LESSONS OF 11 INTERNATIONAL WINE FAIR-GOOD WINE 2014

On the occasion of the 11 International Wine Fair-Good Wine, Bucharest had become the capital of wine makers and wine lovers in search of the best wines that Romania and the world can offer.



The Best Romanain Wines where presented during International Wine Fair 2014 under the leadership of CASA PANCIU (HOUSE OF PANCIU). 


Good Wine April 2014 edition, had offered the opportunity for a delegation of wine experts and diplomats from Institute of International Relations and Economic Cooperation of Romania to taste and appreciate the Romanian wines on display and to carve up a top of Best Romanian Wines of 2014.





Mr.Daniel Guzu-President of CASA PANCIU, Mrs. Ileana Tudor-CASA PANIU, Professor Dr. Anton Caragea-IRICE Director, H.E. Ambassador of Venezuela-Victor Ramon Carazo and CASA PANCIU sommelier.


The clear winner was by far the HOUSE OF PANCIU (CASA PANCIU), who also selected in December 2013 as the maker of DIPLOMATIC WINE FOR 2014 and who reconfirmed his status in the wine tasting of 2014: the blended assembly of Feteasca Neagra (Black Girly) and Cabernet Sauvignon was once again appraised for his perfect bouquet of aromas of vanilla and berry fruits and for freshness and the round savory taste enriched with the necessary tannin so beneficial for human body, everything creating for the taster the perfect experience of Romanian wine.

Concluding the wine tasting session at Good Wine April 2014, the diplomats, lead by Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania choose as their favorite wines the: Feteasca Neagra de la Casa Panciu (Black Girly) for the first place and Babeasca ( Old Lady) from Casa Panciu (second place).


In the sparkling wines competition, the leader was the Brut from Panciu Vineyards (Traditional method) from CASA PANCIU, who was highly praised, or his exterior consistence and behavior in the glass, for his long-lasting taste, enduring and profusely aroma and the expressiveness that is unveiling step by step to the taster offering nice surprises at every zip.


The diplomats involved in the tasting had encouraged the Romanian producers to increase the wine quality by producing more sweet and semi-sweet wines with increase sugar concentration, the only solution for a consistent export and presence of Romanian wines on international markets.

In perioada 25-27 aprilie 2014, Bucuresti-ul a devenit capitala expertilor si pasionatilor de oenologie, in cautarea savorii vinului si a celor mai bune bauturi alcoolice pe care Romania si lumea le poate oferi.



Vinurile romanesti de calitate si-au dat intalnire la Good Wine Aprilie 2014 sub bagheta CASEI PANCIU.


Targul International de Vinuri Good Wine, aflat la a 11 editie in aprilie 2014, a oferit posibilitatea unei delegatii de diplomati si experti in degustare, a Institutului de Relatii Internationale si Cooperare Economica, sa analizeze vinurile romanesti si sa creeze un top al celor mai bune vinuri romanesti pe care anul 2014 le ofera.

Intr-un top al degustarii de vinuri efectuate de diplomatii, condusi de Prof.Dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica la Good Wine editia aprilie 2014 si-au facut loc: Feteasca Neagra de la Casa Panciu (locul I) si Babeasca de la Casa Panciu (locul II).


La capitolul vinuri spumante, topul a fost deschis de Brut-Domeniile Panciu (Metoda traditionala) de la Casa Panciu, care a fost apreciat pentru aspectul exterior in pahar, pentru gustul persistent, pentru perlajul rezistent si pentru aroma profunda si expresivitatea ce se ofera latent degustatorului, oferind suprize placute la fiecare inghititura.


Diplomatii prezenti au incurajat producatorii romani sa creasca calitatea vinurilor romanesti, prin mai multe vinuri cu o concentratie ridicata de zahar, vinurile dulci si demi-dulci fiind singura sansa de export a viticulturii romanesti.


Vinurile romanesti stau la bine la capitolul fruct si aroma, dar sunt mult restantiere la capitolul zahar, ceea ce le blocheaza accesul pe piata internationala a vinurilor, au apreciat ambasadorii invitati.


Presedintele CASA PANCIU-dl. Daniel Guzu a oferit o rara surpriza diplomatilor prezenti propunand la degustare cel mai nou produs al firmei vrancene: Vinul Spumant Rose-2013, care a cucerit imediat publicul cu prospetimea si aroma sa, a incantat ochiul cu culoarea perfecta si cu un roz stralucitor ce a umplut de bucurie sufletele diplomatilor degustatori.


Sub bagheta competenta a somelierului Casei Panciu si sub ochiul binevoitor al Presedintelui Daniel Guzu, diplomatii sau bucurat de cele mai bune vinuri pe care Romania le poate oferi:vinul diplomatilor pentru 2014-vinul de la Casa Panciu.


In total, multumita CASEI PANCIU, a 11 editie a Targului International de Vinuri din aprilie 2014-Good Wine si-a tinut promisiunea de a prezenta publicului comorile de vin ale Romaniei: Muscat Ottonel Feteasca Neagra si Cabernet Sauvignon-ul de la Casa Panciu.

LIDERUL SENATORILOR ROMANI LA EFICIENTA SI ACTIVITATE ESTE SENATORUL AGRIGOROAEI IONEL

 Luand in considerare statisticile activitatii pentru 2013, in prim planul activitatii senatorilor din acest an sau inscris senatorii : Agrigoroaei Ionel si Constantinescu Florin.

 

Ambii senatori au reusit sa obtina puncte importante prin promovarea imaginii Romaniei in contextul relatiilor cu Extremul Orient, cea mai mare oportunitate pentru economia Romaniei in urmatoarea perioada.  


Senatorul Ionel Agrigoroaei, desi aflat la primul mandat de senator, a reusit rapid sa se impuna printr-o activitate febrila in plan parlamentar si al reprezentarii internationale.


El a mai fost evidentiat pentru activitatea sa sustinuta in Parlamentul Romaniei, fiind declarat la finalul sesiunii parlamentare 2012/2013 cel mai bun parlamentar, pentru rolul sau in promovarea imaginii Romaniei si a Parlamentului ca factor determinat al activitatilor de politica externa ale tarii noastre.


Din data de 17 decembrie 2013, lucrarile Parlamentului Romaniei pentru sesiunea parlamentara 2013 au luat sfarsit si anunta un nou al analizelor si clasamentelor privind activitatea parlamentarilor romani in aceasta legislatura.



Senatorul Ionel Agrigoroaei reuseste din nou sa conduca in topul activitatii parlamentare


Cu aceasta ocazie, Institutul de Relatii Internationale si Cooperare Economica a realizat o analiza a activitatii parlamentare, desfasurate in Senatul Romaniei, in acesta perioada.


Principalele elemente, luate in calcul, au fost : eficienta activitatii de reprezentare internationala, sustinerea oferita imaginii Romaniei in lume, eforturile depuse in vederea promovarii diplomatiei parlamentare, ca parte integranta a diplomatiei romanesti si perfectionarea rolul Parlamentului in strangerea relatiilor internationale, in promovarea intereselor economice, politice si culturale ale tarii noastre si inaugurarea de noi dimensiuni in cooperarea parlamentara si diplomatica cu alte state ale lumii etc.

Luand in considerare toate aceste elemente, in prim planul activitatii senatorilor din acest an sau inscris senatorii : Agrigoroaei Ionel si Constantinescu Florin.


Ambii senatori au reusit sa obtina puncte importante prin promovarea imaginii Romaniei in contextul relatiilor cu Extremul Orient, cea mai mare oportunitate pentru economia Romaniei in urmatoarea perioada.


In contextul vizitei delegatiilor din Republica Populara Chineza si al Forumului Economic bilateral, desfasurat sub egida Parlamentului Romaniei, cei doi parlamentari au avut initiativa largirii dialogului prin integrarea Peninsulei Coreene in acest proces.


Astfel, cei doi senatori au reusit o extraordinara lovitura de imagine diplomatica si economica, organizand vizita unei delegatii din R.P.D. Coreea, cu care au sustinut un dialog important, menit sa refaca legatura cu un partener economic de prima mana, cu schimburi bilaterale in valoare de peste un miliard de dolari, inainte de 1989.


O alta reusita a fost vizita celor doi senatori in Republica Moldova, unde prin dialogul sustinut, avut la Chisinau, au reusit sa impulsioneze fortele pro-democratice si pro-occidentale din Republica Moldova, reusind astfel sa evite riscul unui scenariu ucrainian pentru statul de dincolo de Prut.


Rolul delegatiei parlamentare a Romaniei a fost instrumental in evitarea unui astfel de scenariu negativ pentru zona noastra si pentru Uniunea Europeana.


La randul sau, senatorul Ionel Agrigoroaei, cel mai activ senator al anului 2013, a punctat pentru rolul sau decisiv in deschiderea dialogului cu zona Peninsulei Indochina, in deschiderea Consilului de Afaceri Romania –Laos, in luna septembrie 2013 si in inaugurarea Expozitiei Internationale de Arta-EXOTIQUE. Aceasta manifestare a reunit la Bucuresti obiecte de arta si manifestari culturale din peste zece state din Extremul Orient, realizand o adevarata punte de cultura intre Romania si zona Asiei.


Totodata senatorul Ionel Agrigoroaei a mai participat si la lucrarile Conferintei Kazahstan-Romania din aprilie 2013, de la Palatul Parlamentului, a luat initiativa constiturii de grupuri de prietenie si cooperare parlamentara cu Republica Populara Democratica a Laosului si Emiratele Arabe Unite si a avut un rol deosebit in inaugurarea Expozitiei de sustinere a candidaturii orasului Dubai la Expozitia Mondiala din 2020.

In plus, in cadrul activitatii de reprezentare internationala a Romaniei mai putem enumera : vizita senatorului Ionel Agrigoroaei in Laos, in mai 2013, in cadrul unei delegatii europene, participarea la lucrarile comisiei mixte Romania-Kazahstan si participarea la peste 47 de evenimente diplomatice, desfasurate in Romania in ultimul an.


Nici activitatea interna, in cadrul dezbaterilor parlamentare, a senatorilor nu a fost trecuta cu vederea iar senatorul Ionel Agrigoroaei a iesit in evidenta cu : peste 57 de intrebari, 3 declaratii politice, 7 initiative legislative, 27 de interpelari si 100 de luari de cuvant in plen, ajungandu-se la un remarcabil total de 194 de interventii, interpelari si luari de pozitie in cadrul lucrarilor Parlamentului Romaniei, ceea ce ii confera un loc fruntas si in cadrul activitatii interne a Senatului.


Reamintim ca, senatorul Ionel Agrigoroaei a mai fost evidentiat pentru activitatea sa sustinuta in Parlamentul Romaniei, fiind declarat la finalul sesiunii parlamentare 2012/2013 cel mai bun parlamentar, pentru rolul sau in promovarea imaginii Romaniei si a Parlamentului ca factor determinat al activitatilor de politica externa ale tarii noastre.

The Romanian parliamentary session concluded as of 17 December 2013 opening the time for analyses regarding parliamentary activity during 2013 legislature.


On this occasion the Institute of International Relations and Economic Cooperation published a paper on the parliamentary activity, focused on Romanian Senate works in this span of time.


The main elements taken under consideration where: the efficiency of international representation of the country, the support offered to boost Romania’s image in the world, promotion of parliamentary diplomacy as an intricate part of Romania’s diplomacy, perfecting the role of Parliament in strengthening the diplomatic relations of the country, promoting economic, politic and cultural interests of our country and starting new dimensions in parliamentary and diplomatic cooperation with all the nations of the world.

Taken under consideration all this elements, on the fore of the senatorial activities during this year where inscribed senators Agrigoroaei Ionel and Constantinescu Florin.


Both senators succeeded in scoring points by promoting Romania’s image in Far East, in the context of the fact that today the cooperation with Far East is the best economic opportunity for Romanian economy.


In the framework of the visits from Peoples Republic of China and the economic forum under the aegis of Romanian Parliament, the two parliamentarians press to open an enlarged dialogue including Korean Peninsula in the framework of cooperation.


Upholding this idea the two senators managed a powerful diplomatic and economic initiative by hosting a high level D.P.R. Korea delegation and sustaining an impressive dialogue destined to re-bond the connection with a valuable economic partner that was totalizing more than a billion dollars in bilateral exchange with Romania prior to 1989.


Another success was the visit of the two senators in Republic of Moldavia, where by a vigorous dialogue in Chisinau they succeed to offer an impulse to the pro-democracy and pro-Western forces in the country, avoiding the risk of a Ukrainian scenario for the eastern-Prut state.


As such the Romanian parliamentary visit proved instrumental in eluding a negative scenario for the region and European Union as a hall.


The Senator Florin Constantinescu has imposed himself to the public also by Co-Chairing the Romania-Kazakhstan International conference in April 2013 under the banner of Romanian parliament.


Other important actions where: hosting the Kazakhstan parliamentary delegation in April 2013 a move the open the door to re-confirm the strategic partnership with Kazakhstan and pave the way for the June 2013 visit of Prime Minister Victor Ponta to Kazakhstan. This visit was adorned with over 1 billion euro bilateral contracts that will transform Romania in the main connecting corridor between Central Asia and Europe.

Senator Ionel Agrigoroaei, the most active senator in 2013, had score high for his decisive role in opening the Romanian dialogue with Indochina area, by opening Romania-Laos Business Council, in September 2013, by inaugurating International Art Exhibition-EXOTIQUE, a huge cultural manifestation that encompass cultural objects and art from 10 countries across the eastern area, creating a true cultural bridge between Romania and Asia.


Senator Ionel Agrigoroaei was also involved in the works of Romania-Kazakhstan International Conference from April 2013 and taken the initiative to create parliamentary friendship and cooperation groups with United Arab Emirates and Lao PDR and also taken upon him a major role in inaugurating the Romanian Exhibition in support of Dubai candidature for World Expo 2020.

The same is valid for senator Ionel Agrigoroaei that scored 57 governmental questioning, 3 political statements, 7 law initiative’s, 27 parliamentary speeches and over 100 political declarations bring everything to a staggering total of more than 194 high profiles statements during parliamentary works, figures that are bestowing to him a major role in the internal activity of the Romanian Senate.


We also like to remember that senator Ionel Agrigoroaei was commended for his parliamentary activity being declared at the end of 2012/2013 legislature as the best parliamentarian for his sustained activity in promoting Romania and Romanian parliament image as a crucial factor in the foreign policy of our country.

The wines from Casa Panciu-House of Panciu stirred the imagination of the diplomatic taster committee, encompassing diplomats from Asia, Africa and Europe-the main trading area for Romanian wines).

 

The best wine was considered to be the Cabernet Sauvignon and Black Girly (Feteasca Neagra) and as the best sparkling wine was voted the Muscat Ottonel brand.


The Romanian wine is widely considered among the main constituents of Romanian image abroad.


Taking in consideration his quality and world fame, the Romanian wine is part of the fore-front of country economic boom as part of the international recognition, country brand and a main export product.


In order to stimulate the Romanian wine promotion and to foster new international recognition`s for Romanian wine producers, the Institute of International Relations and Economic Cooperation of Romania is hosting an annual competition among the top wine brands in the country, choosing in the final selection the Romanian top quality wine: The Diplomatic Wine.

On 18 December 2013 the diplomat’s commission announced his final decision: for 2014 this distinguish honour, as Romania’s top wine was entrusted to House of Panciu ( Casa Panciu).

In data de 18 decembrie 2013 comisia diplomatilor si-a anuntat decizia : pentru anul 2014 aceasta onoare deosebita, de a fi considerat cel mai bun vin al Romaniei, a revenit vinurilor produse de Casa Panciu.


Casa Panciu a introdus in concurs o larga gama de vinuri, printre care amintim excelentele: Sauvignon Blanc, Feteasca Alba, Feteasca Neagra, Feteasca Regala, Muscat Ottonel, Babeasca Neagra sau vinuri din gama Sagio, maturate cel putin 12 luni in barrique-uri de diverse origini (frantuzesc, american sau romanesc), si imbogatit cu arome complexe, de cafea, ciocolata sau vanilie etc.

Este aceasta o remarcabila realizare, bazata pe eforturile echipei de profesionisti in vinificatie de la Casa Panciu, care au reusit sa readuca zona Vrancea in topul producatorilor de vin din tara noastra.
