Dear friend of Europe,
EUROPEAN COUNCIL ON INTERNATIONAL RELATIONS is the house of all the people s concerned with Europe destiny.
From the end of the Second World War, Europe had suffered the cold war, the iron curtain and military occupations. This historical conjecture made it impossible for Europe to assert his unity as a continent, connected by history, culture, economic and culture legacy.
The end of the Cold War change all this and Europe is enjoying one more time the chance of creating a common house for all his people. This opportunity must not be missed and EUCIR is promoting first and foremost the opportunity of creating a Europe, united by his legacy and history and not divided.
Also EUCIR is the house for all does who think that Europe voice was silent for too many years on international arena. For too much the Europe position was not heard on key issues on international arena and humanity agenda. We at EUCIR believe that Europe is having the chance of asserting his voice, the power to claiming a new world direction, the economic resources to create the force in the world for a new tip of policy and the diplomatic and intellectual resources for a new world construction with equal opportunity for all, equilibrium of power and respect for United Nations.
We at EUCIR we believe that Europe could be a force for good in the world , a force for promoting democracy , social responsible free economy and to create a climate of international détente and cooperation necessary to tackle the important humanity issues.
We at EUCIR believe in an independent European voice of all nation that with a historical legacy and cultural connection build in the last two century could create new relation`s with all the major geopolitical areas of the world.
Finally we at EUCIR believe that if Europe is not capable in finding his unity, is not capable in asserting a common foreign policy and is not able to carve a role for the nations of this continent in the XXI century Europe will have lost his meaning and his role in the concert of nations and will fall for the misfortune of all his people .
This is an eventuality that you, a friend of Europe must not accept and we at E.U.C.I.R. we will never accept.

Taking the advantage of the presence of EUCIR Council President the authorities of the Nakhchivan Republic inaugurated the new facility of Nakhchivan State University.

Between 24-30 August 2011 a delegation of European Council on International Relations ( E.U.C.I.R), headed by Professor Dr. Anton Caragea was invited for an official working visit by the Government of Republic of Tajikistan.The visit had being concentrated on developing the bilateral Europe -Tajikistan relation and it was the most important invitation addressed by Tajikistan authorities for an European Union delegation , a moment that was considered as historical in developing the relation between the two countries.

Between 28 of March and 6 April 2011 a European Union delegation from European Council on International Relations has realized the election monitoring for Kazakhstan presidential poll.
The monitoring mission was realized based on an invitation from the Ministry of Foreign Affairs of Kazakhstan. Between 28 of February and 28 of March the Monitoring commission has under scrutiny the mass media law, the election law, the political laws and the Constitutional Law of Kazakhstan and had operated a surveillance of the measure taken by the Central Electoral Commission in order to insure a free and open election atmosphere. EUROPEAN UNION DELEGATION VISITS TURKMENISTAN
Between 10 and 15 of December 2010 a European Union from the European Council on International Relations was paying an official visit in the Republic of Turkmenistan at the invitation of Turkmenistan President Gurbanguly Berdimuhamedov.
The European Union delegation attended the International Congress marking the 15-th anniversary of proclamation of Turkmenistan neutrality. On this occasion professor Dr. Anton Caragea, President of European Council on International Relations and his delegation where received by Turkmenistan President that emphasized his desire for a closer relationship with European Union . On 12 of May 2010 during the European Cultural Week, sponsored by the European Council on International Relation in Brussels , the annual gathering of European Educational Council has evaluated the candidature for the prestigious EXCELLENCE IN EDUCATION AWARD for 2010. The EXCELLENCE IN EDUCATION AWARD is dedicated to reward the most prestigious universities in Europe on bases on research activities, research contracts, educational activities, curricula and students result, satisfaction and educational atmosphere.
For 2010 the EXCELLENCE IN EDUCATION AWARD was entrusted to Bratislava School of Law, the most renamed university in Central Europe. Bratislava School of Law is offering a large area of educational programs in informatics, law , economics, mass-media and is fallowing a rapid development with establishments in Prague, Brno , Vienna all this being taking into consideration in awarding the prestigious title .
Also the European Council on International Relations – Educational Committee entrusted to Professor Anton Caragea to carry the official prize to Bratislava. European Council on International Relations will host the European Culture Week.
European Council on International Relations will host between 22-26 March 2010 the traditional cultural event for European values : EUROPEAN CULTURE WEEK . The traditional events will be, as usually a rallying point for Europe educational and cultural experts. The Conference on OSCE in 2010 was from the beginning planned as a response from civil society , foreign policy experts and key European political figures to plans of reform launched by Kazakhstan Chairmanship of the Organization for Security and Cooperation in Europe . The Bucharest Conference held on 24 February under the high patronage of European Council on International Relations was a response of European structure to the key proposal launched by President Nursultan Nazarbaev in his Vienna speech calling for a global European response to OSCE crisis. The Bucharest Conference on OSCE was a clear signal that OSCE is regarded as a powerful actor with a long history and a potential determinant future role in world affairs .

On 17 of July at European Council on International Relations was published a letter signed by 22 former presidents, intellectual and policy makers from Central and Eastern Europe announcing their mistrust in the new rapprochement policy with Russia . In 1955, when the founding fathers of Non Aligned Movement (NAM) held their first meeting in the now famous Bandung Gathering, the role of Non Aligned Movement seemed to be clear: prevention of a new war. In a world already savagely ravaged by the Second World War, URSS and United States already embarked in a new kind of military and political confrontation: Cold War. So the role and the place of a non-aligned movement where clear and easy to carve: keeping the two opposite blocs in equilibrium not allowing for the cold war to become a nuclear war. After the fall of the communism and dissolution of Warsaw pact in 1991 the Non Aligned Movement seemed to be out of place in a world that had promised to be without military or ideological confrontation. Many had claimed even the end of the organization in a post-Cold War world. After the US invasion of Afghanistan and Iraq that presented clear the risk of a unipolar world ,now a new need is offering to Non Aligned Movement a new chance to play a historic role: the search for a multipolar world
